このたび、2026年1月をもって衛星事業の開発に関し関係諸機関との協議を完了し、本格的に以下の事業開発を推進することを決定いたしました。
■ 第3世代デジタルデータリンクサテライト事業の概要
本事業は、次世代型のデジタルデータリンクサテライトシステムを中核とする包括的な宇宙・地上統合通信インフラ構築プロジェクトです。
当社は以下の分野において段階的に事業を推進いたします。
1. 経済性検証
衛星打上げ、地上設備、端末供給を含む事業全体の収益性および持続可能性の検証を実施し、長期的な事業基盤の確立を目指します。
2. デジタルデータリンクサテライトシステムの開発・構築
第3世代衛星技術を活用し、高速かつ安定したデータリンクを実現する衛星ネットワークを開発・構築いたします。
3. 地上システムの開発および供給
データサーバー、専用ガジェット、関連通信機器の開発・供給を行うとともに、これに伴う半導体開発にも着手いたします。宇宙・地上間を統合した一体型通信基盤を構築する計画です。
■ 事業性の検証および市場構想
本プロジェクトでは、以下の事業モデルを想定しております。
デジタルデータリンクサテライト端末機の供給
年間需要予測は約2,000万台を想定しております。
電話通信量およびテレビ放送配信料の無償化の実現
衛星インフラを活用し、通信・放送コスト構造の抜本的改革を目指します。
端末使用料モデル
端末1台あたり年間18,000円の使用料を想定し、安定的な事業収益基盤を構築いたします。
これらの複合モデルにより、通信と放送の融合による新たなデジタル社会基盤の創出を目指します。

当社は2027年11月のサービス使用開始を目標とし、現在、国内外の事業パートナーとの協議を開始しております。

Tokushima Auction Market Corporation Announces Promotion of Third-Generation Digital Data Link Satellite Project
— Commences Discussions with Business Partners Toward Service Launch in November 2027 —
Tokushima Auction Market Corporation (Head Office: 4-1-38 Kitaokinosu, Tokushima City, Tokushima 770-0872, Japan; CEO & President: Yoshihisa Arai; hereinafter referred to as “the Company”) has, since 2018, collaborated with international satellite development institutions to formulate a third-generation satellite development plan and to conduct technical and economic verification toward its implementation.
In January 2026, the Company completed consultations with relevant institutions regarding the development of the satellite business and has resolved to proceed with the following business initiatives in full scale.
■ Overview of the Third-Generation Digital Data Link Satellite Project
This project is a comprehensive space-to-ground integrated communications infrastructure initiative centered on a next-generation digital data link satellite system.
The Company will promote the project in stages across the following areas:
1. Economic Feasibility Verification
Conduct verification of overall project profitability and sustainability, including satellite launch, ground facilities, and terminal supply, with the objective of establishing a long-term stable business foundation.
2. Development and Construction of the Digital Data Link Satellite System
Develop and construct a satellite network utilizing third-generation satellite technology to achieve high-speed and stable data link capabilities.
3. Development and Supply of Ground Systems
Develop and supply data servers, dedicated gadgets, and related communication equipment, and undertake associated semiconductor development. The plan is to establish an integrated communications infrastructure connecting space and ground systems.
■ Business Feasibility and Market Concept
The following business model is envisioned under this project:
Supply of Digital Data Link Satellite Terminals
Annual demand is projected at approximately 20 million units.
Realization of Free Telephone Communication Charges and Television Broadcasting Distribution Fees
By utilizing satellite infrastructure, the Company aims to fundamentally reform the cost structure of communications and broadcasting.
Terminal Usage Fee Model
A usage fee of JPY 18,000 per terminal per year is assumed, with the objective of establishing a stable revenue base.
Through this composite model, the Company aims to create a new digital social infrastructure integrating communications and broadcasting.
■ Future Schedule
The Company has commenced discussions with domestic and international business partners with the goal of launching services in November 2027.
Collaboration will proceed with technical partners, manufacturing partners, financial institutions, and telecommunications-related companies to advance the project toward concrete implementation.
